Driven disks 3 with working tools 4 are loosely seated on hubs of driving disks 2. Frictional members 5 made in the form of cylindrical cutters are arranged in through openings of driven disks 3. Sleeves 6 positioned between opening walls and frictional members 5 are made from flexible material such as rubber reinforced with metal grid 7. Upon encountering an obstacle, working tool or tools 4 stop and driving disks 2 slip relative to driven disks 3. Torque is transmitted through flexible sleeves 6 to frictional members 5 to reduce dynamic loading due to decreased rigidity of system and increased damping as a result of friction occurring upon deformation of rubber sleeves 6 and metal grids 7.
