FIELD: construction, in particular, transport complexes of big cities-megalopolises with their outskirts such as Moscow and methods for control and relief of passenger, fright-passenger and freight traffics. SUBSTANCE: the novelty in the construction of the transport complex is in the fact that it is made at least with two circular major highways, of which at least the outer one has 0.45 to 0.48 unit/km of intersections with other motor roads of the complex, of which at least 22% make up intersections with major highways connecting the megalopolis with other megalopolises, and at least 70% - intersections with major highways connecting the megalopolis with towns and settlements adjoining the megalopolis; it is given the optimum quantity of intersections with main railway lines and branches and lines of coastwise navigation, optimum quantity of middle and small bridges of grade-crossing elimination structures and tunnels by sectors of the outer circular major highway. The method for control and relief of complex traffics provides for a periodic reconstruction (without interruption of traffic) at least of part of the complex main lines and/or artificial structures with provision of their optimum saturation given in the invention by the types of separate structures and by sectors of the outer circular highway per kilometer of its length. EFFECT: optimized transport complex of the megalopolis, optimized method of control and relief of passenger, freight-passenger and freight traffics of the megalopolis transport complex, reduced labour content and expenditures connected with material consumption, as well as expenditures connected with servicing, reduced terms of erection due to optimum selection of the required quantity of artificial structures per kilometer of the highway, optimized selection of the composition of asphalt concrete, parameters of construction members of the pavement and artificial structures within highways and motor roads, enhanced safety of uninterrupted traffic of transport, enhanced capacity of the transport complex. 24 cl, 233 dwg, 2 tbl
