FIELD: optical instruments. SUBSTANCE: device has stationary housing and mobile base, on which optical instrument is mounted. Ring which is inserted between housing and base has cylindrical external surface, which is perpendicular to one of its planes and are positioned at non-right angle with respect to inner cylindrical surface of ring and to one of its face surfaces, which are also perpendicular to each other. Base is mounted for rotation about ring which it touches its inner cylindrical surface and face ring surface which is perpendicular to it. Ring is mounted for rotation together with base with respect to stationary housing which it touches it by its external cylindrical surface and plane which is perpendicular to it.
