FIELD: atomic, chemical and metallurgical industries. SUBSTANCE: reactor has body 1, branch pipe 2 for charging of graphite and acid, branch pipe 3 for discharging of oxidized product, branch pipe 4 for delivery of acid to cathode space, and branch pipe 5 for removal of cathode gases and acid. Stationary cathode 6 formed as perforated ring with break in its upper part of at least half of its circumference is positioned in lower part of body between branch pipes 2 and 3. Anode 8 made in form of wheel is secured on rotating shaft 7. Anode 8 carries transporting blades 10. Ring-shaped immovable diaphragm 11 is arranged between cathode 6 and anode 8. Space between diaphragm 11 and anode 8 increases uniformly from branch pipe 2 to branch pipe 3 by 1.5-3 fold. Comparison electrode 12 is positioned in lower part of body 1.
