FIELD: communications engineering. SUBSTANCE: pilot signal levels of newly detected base stations which exceed preset level are compared with those of added base stations operating at the moment. If pilot signal level of newly detected base station is higher than preset value and if it is higher than lowermost pilot signal level of added base stations operating at the moment by preset value, controller of base stations transmits mobile station command to disconnect base station having lowermost pilot signal level among added ones operating at the moment and to change over communication channels to newly added base station and to those added earlier which were not disconnected.
