FIELD: cellular communication systems. SUBSTANCE: proposed method and system are intended for control over requirement instruction to measure pilot signal in procedure of flexible switching-over of communication channels in multiple access system with code separation of channels. Technical result of present invention lies in recognition by mobile station coupled at present to first base transceiving station of pilot signal of second base transceiving station whose power exceeds certain threshold value determined beforehand and which is not coupled at present to mobile station. It is achieved by transfer of information on power of pilot signals of first and second base transceiving stations in the form of message on measurement of power of pilot signal from mobile station to controller of base station if mobile station recognizes pilot signal whose power exceeds certain threshold value determined beforehand of message of mobile station on reception of message on measurement of power of pilot signal to prevent transmission of unnecessary message on measurement of power of pilot signal and to test whether second base transceiving station is classified as station neighboring first base transceiving station. If second base transceiving station is classified as neighboring base transceiving station then mobile station should follow procedure of switching- over of communication channels.
