FIELD: municipal engineering. SUBSTANCE: apparatus has rubberized-cord enclosure positioned inside pipeline to be cleaned, working fluid source, fittings, and branch pipe positioned in axial alignment with pipeline to be cleaned. Pipeline and rubberized-cord enclosure cavities are communicated via valve. Stop-bypass valve is positioned at one end of branch pipe, whose other end is connected to working fluid source. Apparatus is further provided with stop bar. Branch pipe is rigidly connected to rubberized-cord enclosure. Method involves staged filling of rubberized-cord enclosure: at the initial stage in closed pipeline mode, with following filling in pipeline cleaning mode. Method allows repair and cleaning works to be performed at high pressure of working fluid without necessity for readjustment of apparatus.
