FIELD: construction. SUBSTANCE: invention is related to devices to cool and freeze ground used as foundation for buildings and structures erected in permafrost areas. Device accumulating cold in foundation of structure includes sealed tubular body partially placed in ground and filled with cooling agent whose underground part is evaporator and above-ground part is condenser which is fitted with thermal effect element. Tubular body is provided with at least one longitudinal flange on outside and thermal effect element is fabricated in the form of thermoelectric module that is positioned on longitudinal flange of condenser. EFFECT: enhanced operational efficiency of device through the whole year, prevention of thawing effect of device on frozen ground during warm season and increased functional safety of structure in the course of usage. 4 cl, 5 dwg
