FIELD: metallurgy. SUBSTANCE: apparatus has crystallizer with two pairs of walls. One pair of vertical walls is positioned for movement in vertical plane, and other pair has walls defining widened part of crystallizer and adapted for performing rotational movement. Apparatus is further provided with pouring vessel having bottom with openings equally spaced along bottom perimeter. Diameter of each opening is 2-4 mm. Grid with similar openings is positioned for rotation within pouring vessel. Each vertical wall of second pair of walls has semicylindrical path positioned in mid portion of wall and having predetermined radius. Each wall of first pair of vertical walls has lower portion with opposed semicylindrical paths having radius R. Ratio of radius R and radius R1 of produced billet is R1/R=0.8-0.9. Disk-type cutters disposed under crystallizer are driven by crystallizer lower shafts. EFFECT: improved quality of inner structure and strength of cylindrical billets, increased efficiency and reduced metal usage. 2 cl, 2 dwg
