FIELD: building materials industry, more particularly preparation of binding materials. SUBSTANCE: method comprises combined grinding of portland cement, superplasticizer and mineral additive to obtain 3-7 sqm/g of specific surface of binding material. Mineral additive includes quarts sands with traces of zirconium compounds, ratios of components being as follows, wt %: portland cement, 99.45-97.85; superplasticizer 0.5-2; quartz sands with traces of zirconium compounds, 0.05-0.15. EFFECT: low water requirement and high compression strength of binding material. 1 tbl
