FIELD: cellular mobile communication. SUBSTANCE: network roaming information identifying network and zone of service given by network and address of receiver are sent into network in the course of certain number of time intervals of signal determined beforehand. Signal is transmitted in sequential cycles, each carrying collection of consistent time intervals. Network roaming information is so arranged in transmitted signal that receiver can predict it by computation of anticipated position of time interval carrying network roaming information to compare it with network roaming information kept in storage. Network roaming information is arranged in correspondence with algebraic dependence between frequency of transmission of signal by modulo N, priority of cycle by modulo N and part of network roaming information by modulo N, where N is integral number. EFFECT: formation of system and method for protocol of transmission of signals adapted for transmission of messages to assemblage of receivers having address and capable of adapting to portable radio receivers such as pagers with possibility of roaming between coverage zones of same system service and between coverage zones of different system services. 15 cl, 17 dwg, 4 tbl
