Characteristic feature of invention lies in that if communication center B fails translation of signals is ensured from communication center A to center C with by-pass of center B and back over transmission lines thanks to cut-off of key center B, its blocking by first, second and third electronic switches and by cut-in of stand-by center B instead of it.
