FIELD: radio communication. SUBSTANCE: invention refers to radio communication systems in which service messages meant for reception by distant devices are transmitted. Desynchronization of information transmitted in two streams over control channel makes it possible to distribute load in backward control channel more uniformly and to minimize situation of overload. In similar manner blocking of calls can be prevented by way of proposed timing of transmission of controlling messages-space fillers with reference to trains of service information. Description shows way of relative timing of transmission of various registration parameters to diminish number of redundant registration procedures.
