FIELD: power engineering. SUBSTANCE: power generation process involves conversion of energy of working medium (ice floating on water surface) into electricity. Energy is taken off underwater surface of ice. Electrical energy generating device has body and energy converter. Body is, essentially, variable-buoyancy underwater craft equipped with anchor devices. Energy converter has working element interacting with underwater surface of ice. Working element may be made, for example, in the form of caterpillar. Device as a whole or its part such as working element may be designed for rotation about axis perpendicular to working medium motion plane. Proposed energy-generation process and device provide for generating low-cost electrical energy in northern regions where other energy sources are practically not available.
