FIELD: development of domestic and commercial meters recording consumption of water and gas. SUBSTANCE: meter has case with inlet and outlet conduits and chamber where tangential impeller is positioned. Stream-guiding apparatus coming in the form of screen with shutters is installed in inlet window. Shutters are oriented with long sides is parallel to rotational axis of impeller, are positioned at different angles of incidence and form package of slit contractions whose convergence angles have common vertex located within limits of radius of impeller on geometric line parallel to its rotational axis. Screen with shutters screens cross-section of inlet window of chamber with coaxial diametrical inlet and outlet conduits if branch pipes are arranged tangentially. In accordance with second version impeller is placed into cassette mounted in chamber of case. Screen with shutters is located in inlet window of cassette.
