FIELD: mechanical engineering. SUBSTANCE: device includes several (three) transformerless power supply sources, for example of TV sets of 3rd and 4th generation. Line scan units are supplied from these source (used as high-voltage sources) for adjustment of voltage at output multipliers of different polarity. High- voltage regulators are connected by means of power field-effect transistors in mode of adjustable resistor between source and line scan unit at manual control and maintenance of stable feedback output voltage from line scan unit to field-effect transistor gate. High-voltage conductors are introduced in housing and are connected to electrodes located around air line branch pipe; perforated cone-shaped capacitor is fitted on working end face; its opening are located near cutting edge; this capacitor is powered by wide-band generator; part is connected with common point of polarity relative to "Earth".
