FIELD: chemical industry, more particularly preparation of polymer-containing primer compositions used as primer coatings applied onto reinforced concrete, concrete, cement-sand mortar, metal surfaces and onto plastered surfaces. SUBSTANCE: described are bitumen-containing mastics applied on substrates for further application of bitumen containing roll or sheet material. Mastic comprises, wt %: oxidized petroleum bitumen, 50-55; urotropin-containing complex of modifying agents, 3.5-7.5, and organic solvent, the balance up to 100. Urotropin-containing complex of modifying agents comprises urotropin, soluble elastomer, and oil-soluble organic acids. Soluble elastomer is latex or natural rubber, and polyolefin is atactic polypropylene, and oil-soluble organic acids are synthetic C₁₇-C₂₂ fatty acids or colophony, and solvent is toluene or solvent with addition of C₂-C₄ alcohol.
