SUBSTANCE: proposed device has lock in form of lever mechanism, swivel platform, cargo attachment unit located on swivel platform at axis of rotation perpendicular to axis of rotation of this platform. Attachment units for operator found on this platform include members for restraining operator's legs which are located on other side from cargo attachment unit relative to axis of rotation of swivel platform.
