SUBSTANCE: foundation has top and bottom supporting parts; top supporting part is provided with shaped depression contacting the axis of revolution of movable-linkage round- section member arranged under depression. Novelty is that flat rocking plate is installed between movable-linkage round-section member and bottom supporting part; mentioned plate is made in the form of second- order lever and is kinematically joined with bottom supporting part on one side and on the other side it abuts against this supporting part through one intermediate flexible member placed on its top; shaped depression for movable-linkage round-section member is made in advance on top surface of flat rocking plate.
