FIELD: study of hydrophysical fields, ecological investigation, oceanology. SUBSTANCE: technical result of invention lies in possibility of determination of average value of quadratic values of turbulent pulsation's of speed in sea environment with low level of turbulence energy under conditions of additive vibration disturbances and in diminished linear dimensions of device. Speed is simultaneously converted to electric signal with the aid of four identical converters made fast one to another which are moved rectilinearly and uniformly in studied sea environment. Average value of quadratic values of turbulent pulsation of speed in sea environment is found by design formula. Device for realization of procedure has four converters as well as band-pass filter, squarer, averaging unit, scaling unit and function computing unit connected in series.
