SUBSTANCE: device has first and second filter capacitors, first and second transistors and diodes; drain and cathode of first transistor and diode are connected to first lead of first filter capacitor, source and anode, to first lead of choke coil, and to drain and cathode of second transistor and diode whose source and anode are connected to second leads of first and second filter capacitors and to common conductor of circuit. Device is built around metal-insulator- semiconductor transistors. Additionally introduced in device are transistor and diode whose source and cathode are connected to second lead of choke coil, drain of additional transistor is connected to first lead of second filter capacitor, and anode of additional diode, to common conductor of circuit; leads of first filter capacitor are designed for connecting storage battery and those of second one, for connecting power supply and load.
