SUBSTANCE: method for fusing materials covered with black binding agent involves thermal heating of covering until binding material is fused followed by material compacting; material is first perforated, then heated throughout entire depth of covering by controlled heat flow at pressure equal to 0.8-0.9 of atmospheric value; exhaust-gas heat is recovered and conveyed to next area to be treated. Device has twin frame with reinforcing ribs and heating elements made in the form of quartz tubes with reflecting screen. Quartz tube is mounted in heat-insulating casing; reflecting screen is, essentially, cylindrical surface provided with slits aligned with those of heat-insulating casing.
