FIELD: gaseous-discharge engineering; ac display panels. SUBSTANCE: method involves production of high-emission magnesium oxide layer having macrocrystalline structure. Magnesium oxide layer is formed in two stages: during first stage strip carrying electrodes and insulating coat is heated in vacuum to 100-200 C, exposed to this temperature for 30 min, and first layer of magnesium oxide mixed up with argon and 17 to 35% of oxygen is applied; during second stage strip is heated in vacuum to temperature ranging between 300 C and deformation point of insulating coat whereupon second layer of magnesium oxide mixed up with argon and 30 to 35% of oxygen is applied; each magnesium oxide layer is at least 100 nm thick. EFFECT: reduced static delay of gaseous discharge in display panel.
