FIELD: measurement technology, various branches of economy to test moistness of various materials. SUBSTANCE: starting working capacity of cell of primary converter and its structural parameter are measured in agreement with method and recorded. Then summary value of electrical capacitance of all noninformative components are determined and recorded. Present value of working vessel of primary converter and coefficient of change of its structural parameter are determined during next measurements. Later difference of present values of empty and filled primary converter is measured and multiplied by coefficient of change of its structural parameter. Device is supplemented with second reversible counter, two setters of numbers, two keys, second and third storages, divider and multiplier which make it feasible to realize required algorithm of measurements while properly connected.
