FIELD: mobile communication systems. SUBSTANCE: device controlling power in mobile communication system includes transmitter of base station and receiver of mobile station. Transmitter of base station incorporates assemblage of generators of code combinations of bits of power control for collection of mobile stations. Code combinations of user are assigned to proper mobile stations to generate code combinations of bits of power control for corresponding mobile stations. Code combinations of user are orthogonal one relative to another. Adder to add code combinations of bits of power control generates signal controlling power. Device includes transmitter to modulate signal of power control and to transmit modulated signal of power control. Receiver of mobile station incorporates unit for extraction of signal of power control, generator of code combinations of bits of power control for multiplication of signals of power control by code combination of user and solver to generate bits of power control in correspondence with level of signal and allocated code combination of bits of power control.
