FIELD: redox catalysts. SUBSTANCE: invention relates to technology of preparing cement-containing nickel and/or copper and zinc-based cement-containing catalyst for redox processes, which can be used in chemical and petrochemical industries as well as in metallurgy. Method includes dry mixing of double basic copper and zinc carbonate salt with calcium aluminates and, if necessary, with basic nickel carbonate followed by compaction, tabletting, and dry-curing or (after dry mixing) plasticizing using, as plasticizer, aqueous solution containing boric acid, water-soluble nonionic surfactants and ammoniacal water, extrusion, drying or dry-curing, hydrothermal or thermal treatment of granules. Double basic carbonate salt is constituted by mixture of phases of zinc and copper hydroxocarbonate with structure of aurichalcite type: (ZnCu)5(CO3)3(OH)6(A) and copper and zinc hydroxocarbonate with structure of rosasite type: (CuZn)2(CO3)(OH)2(P). Content of these phases in catalyst depends on catalyst destination and corresponds to X-ray-controlled ratio of integral intensity of aurichalcite diffraction line with index [400](JA) to that of rosasite with index [020](JP) and lies within the limits between 0.2 and 9.5.
