FIELD: construction material industry. SUBSTANCE: method involves feeding pulp and binder into upper part of housing for mixing and generating unipolar high-voltage electric field; discharging produced mass; simultaneously supplying water and spraying it in pulp and binder feeding zone, with electric field being created between water supplying unit and grid positioned in spaced relation to housing internal wall. Apparatus has housing with at least one pulp feeding device and at least one binder feeding device, central high-voltage electrode axially aligned with vertical axis of housing, produced mass discharge unit, water supplying unit arranged in upper part of housing, grid arranged in spaced relation to housing internal wall, and liquid discharge device positioned in lower part of housing. Central high-voltage electrode is made in the form of similar flat electrodes mounted in vertical position. Water supplying device is equipped with water sprayer formed as driven disk with toothed edge and blades fixed to its surface connected to water supplying unit outlet end.
