FIELD: petrochemical processes. SUBSTANCE: hydrocarbon fuel is subjected to modification in electric-field radical pulse system characterized by zone of strong electric field with close-to-disruption intensity in central region, electrostatic field zones with alternating sign of vector of intensity decreasing in direction to periphery, and zero equipotentials on axis and periphery of the system. Modification is accomplished by feeding two-phase mixture of fuel and ozone-containing gas into central region, wherein corona discharge is induced and mixture is subjected to centrifugation and dispersion to form air sols, which are displaced by electrostatic fields toward periphery and simultaneously separated. Method is implemented on apparatus, in which mixture rotation mechanism is constructed in the form of centrifuge with grounded central shaft introduced into its cavity, said shaft being provided with attached discharge electrode in the form of disk, round which coaxial perforated electrodes are disposed. Nearest to central shaft electrode bears highest potential to produce corona discharge in the shaft-electrode gap and each next electrode bears lower potential with opposite charge. Cavity is grounded and electric potential generating source is constructed as pulse device. Invention enables production of water-containing fuels.
