FIELD: processing of polymeric materials, for example, production of powder from polymeric materials reinforced by high-strength fibres and metal wire. SUBSTANCE: method consists in compression of the material and subsequent action of shearing stress in the presence of pressure. Compression is accomplished at a pressure of 0.7 to 100 MPa, and the subsequent action is accomplished by amplitude-modulated shearing stress at a frequency of 0.3 to 1000 Hz and modulation depth within 0.05 to 1 at the maximum values of shearing stress within 1 to 50 N/sq.mm, compression and subsequent action by amplitude-modulated shearing stress are accomplished at cooling. The device for processing of polymeric material has a cylindrical body provided with charging and discharge openings, accommodating a packing screw with helical flutes on the surface in the zone of packing, and a rotor is positioned in the zone of milling, made as a body of revolution and installed coaxially with the body inner surface with formation of an annular gap relative to it for rotation and in alignment with the packing screw. The device is provided with means for cooling the rotor and/or body in the zone of milling. Positioned in the milling zone is a shearing stress modulator located either between the packing screw and the rotor, or on the inner surface of the body. The shearing stress modulator located between the packing screw and the rotor is made as a low-height body made either in the form of an elliptic cylinder, whose axis is parallel with the cylinder generating line and passes through its center of gravity, coincides with the axis of rotation of the rotor, or in the form of a rectangular polyhedral prism whose axis is parallel with the ribs and passes through its center of gravity, coincides with the axis of rotation of the rotor, or in the form of a body of rotation made with longitudinal and/or inclined grooves on the lateral surface, whose axis of rotation coincides with the axis of rotation of the rotor. The first member of the modulator is installed for rotation and with formation of a ring-shaped slot relative to the surface of the second member of the modulator. The second member of the modulator is made as a low-height body in the form of a ring-shaped lug. Longitudinal and/or inclined grooves are made on the lug surface. The second member is installed with formation of a ring-shaped slot relative to the surface of the first member. The width of the ring-shaped slot in the narrow section makes up 10 to 90% with respect to the width of the annular gap. The body in the zone of packing and/or the packing screw are additionally provided with cooling means. Another modification of the device is claimed.
