FIELD: processing of waste of polymeric and mechanical rubber goods, reinforced by metal wire, belt, strong fibers, fabrics. SUBSTANCE: the device has a body with holes for loading and unloading. Positioned inside the body is a packing screw conveyor with helical grooves and a rotating rotor. The body has a packing zone, milling zone. The device has means for cooling the screw conveyer, body and rotor. A circular recess with formation of a ring-shaped precombustion chamber of preliminary destruction is made on the body inner surface in the milling zone. The device has an additional milling working member made in the form of a circular lug. The milling working member with formation of a circular slotted duct relative or to the inner surface of the circular recess, or to the side surface of the rotor, or with formation of the slotted duct between the circular lugs respectively. The invention provides for two other modifications. EFFECT: enhanced quality of powder at a high capacity and reduced power consumption. 39 cl, 4 dwg
