FIELD: application of hardening coats on metallic and metal-containing surfaces. SUBSTANCE: device has housing, electrodes, nozzle and metering unit; electrodes are made in form of segments of hyperbolic cylinders mounted rotatably on shafts at eccentricity relative to their axes; they are connected with working member of pulse metering unit for powder-like material; contact drum mounted on shaft of one of electrodes ensures closing of supply circuit of electromagnet for forming temporary internal between delivery of powder material and arising of discharge in inter-electrode space. Possibility of obtaining plasmoid and heating spot of form and shape close to rectangular ensuring availability of spectral windows for free passage of laser beams through plasmoid.
