FIELD: devices for process of materials production with use of oil bitumen and polymers applicable in construction industry and highway engineering. SUBSTANCE: plant has a static mixer with a branch pipe for modifier supply, contact vessel with a degassing-separating chamber. Installed in the vessel, along its axis is a flow distributor whose outlet holes are made in the form of nozzles directed towards the degassing-separating chamber. The static mixer is provided with a dispersing device which may be made in the form of an injector.
