FIELD: fire protection. SUBSTANCE: material contains oxidant, process additive, combustible binder based on dicarboxylic acid esterplasticized thermoplastic polymer and spatially-structured by fluoroplastic-4. Material is prepared by mixing suspension of formaldehyde/phenol polycondensate in organic solvent with dispersion of fluoroplastic-4 in dicarboxylic acid ester. Resulting mixture is mixed with oxidant and process additive and the total is subjected to thermomechanical action at 70-90 C by rolling at summary deformation 1000-3000, after which material is molded. EFFECT: improved deformation-strength properties, decreased fire-extinguishing concentration, and enabled burning rate control. 7 cl, 3 dwg, 2 tbl
