FIELD: industry of building materials. SUBSTANCE: invention relates to composites of clinkerless binding agent based on steel melting and blast furnace slag. Binding agent comprises granulated blast furnace slag, electric steel melting slag, gypsum dihydrate and waste of wet magnetic separation of iron ores as a hardening activating agent in the following ratio of components, wt. -%: granulated blast furnace slag, 40-50; gypsum dihydrate, 4-8; waste of wet magnetic separation of iron ores, 4-5; electric steel melting slag, the balance. Invention can be used in production of concrete and ferroconcrete articles and building liquors also. EFFECT: maximal utilization of hydraulic activity of slag due to optimization of substantial, granulometric composition of binding agent and ratio of components. 3 tbl
