SUBSTANCE: in method to make a binder, including mixing of a blast-furnace slag, calcium sulfate dihydrate, alkaline active reagent, prior to mixing the blast-furnace slag is ground down to the specific surface of 700 m²/g, in process of mixing additionally dry extinguished ash and slag mixture is added from burning of black coal and calcium chloride, after mixing, grinding is carried out down to specific surface of 700 m²/g at the following ratio of components, wt %: blast furnace slag 30-45, calcium sulfate dihydrate 4-6, alkaline active reagent 5-15, calcium chloride 1-2, specified ash and slag mix - balance, besides, the alkaline active reagent is sodium or potassium carbonate, sodium or potassium hydroxide or their mixture.

EFFECT: increased strength, frost-resistance, reduced period of hardening.
