FIELD: image coding and decoding facilities. SUBSTANCE: method and device for scaling video images whose position and/or size vary with time are meant to convert these images by their appropriate coding. Position of upperlayer image and that of lower-layer image in absolute coordinate system are defined so that respective pixels in enlarged image and in upper-level image could be placed in same positions in absolute coordinate system.
