Image processing device comprises: a filter control means configured to indicate, in response to the internal prediction mode, whether neighboring pixels of the current block are to be filtered; means of internal prediction, configured to filter said neighboring pixels in accordance with the indication of said filter control means and perform an internal prediction for said current block; and an encoding means configured to encode an image of said current block.

EFFECT: technical result is an increase in the efficiency of image encoding.
