SUBSTANCE: image processing device comprises a circuit adapted to decode the bit stream to generate quantized data; to set, on the basis of the flag determining the presence of a difference quantization parameter, the current quantization parameter for the current coded block formed by block division in which the largest coding block is recursively divided to smaller coding blocks; and inverse quantizing of the said quantized data generated based on the set current quantization parameter.
EFFECT: prevented subjective image quality deterioration for decoded image.
