FIELD: mechanical engineering; internal combustion engines. SUBSTANCE: invention relates to systems of production, distribution and cleaning of diesel fuel and it can be used for improving quality of standard or low-grade fuels by cleaning them from gums, paraffins, water and mechanical admixtures. According to said method, fuel is mixed with water and then fuel-water mixture is dispersed and homogenized and then separated. Water is added to fuel in metered amounts, and water-fuel mixture is subjected to deep dispersion simultaneously with homogenization at pulse acoustic cavitation in rotor apparatus with modulation of flow and then multiple circulation of fuel mixture in "rotor apparatus - fuel mixture reservoir - pump - rotor apparatus" circuit is carried out. Plant for cleaning diesel fuel has container for initial fuel and water-fuel mixture, service container for water, premixer whose inlet branch pipes communicate with containers for water and fuel, pump whose inlet communicates with mixer outlet branch pipe, rotor apparatus with modulation of flow whose inlet communicates through coarse filter with pump outlet and outlet is placed in communication by pipeline with container for fuel mixture and is provided in said container with vertical or inclined branch in form of pipe with holes on its side surface. Lower end pipe is connected with inlet branch pipe of pump handling water-fuel mixture, and upper end is located under level of fuel mixture at depth equal to 0.4-0.8 of height h of liquid column. Radial holes on side surface of pipe are made at different distances from bottom of container within (0.05-0.75)h with total area of passage not less than area of pipe cross section.
