FIELD: tobacco industry. SUBSTANCE: method involves extracting tobacco wastes and separating extracted tobacco from insoluble part; diluting insoluble part and providing two-staged grinding of resultant suspension; molding tobacco mass of (0.8-1.2)% consistency for forming tobacco sheet; impregnating tobacco sheet with solution comprising tobacco extract diluted with water to dry substance weight part of (37-43)%; drying tobacco sheet with hot air having temperature of 120-180 C. Extraction process is performed at temperature of 40-60 C for at least 15 min. Method further involves introducing cellulose and biocide. Softener and/or additives may be added to tobacco solution for impregnating tobacco sheet to improve tobacco taste and aroma.
