FIELD: mechanical engineering, metallurgy and other industries. SUBSTANCE: proposed device contains hollow cylinder, support frame, slewing device and rotary mechanism installed between cylinder and support frame. Axes of rotation of hollow cylinder and slewing device coincide, being arranged vertically and square to support surface of frame and axis of rotation of drum with flanges. Drum with flanges on telescopic axle is installed diametrically on upper end face surface of hollow cylinder being fixed from axial displacement at end faces. Slots are made on ends of drum axle to fit wall of hollow cylinder. Movable holder of slewing device is secured on lower end face surface of hollow cylinder. Fixed holder of slewing device provided with toothed rim from outer side is secured on support frame. Rotary mechanism is installed on cantilever platform secured on lower end face surface of hollow cylinder and its side wall. EFFECT: removal of elastic stresses at coiling and improved operating qualities of device. 3 dwg
