FIELD: heat and hot-water supply for domestic and industrial needs. SUBSTANCE: method includes energy transfer by electrostatic apparatus with aid of homogeneous electric field over high-resistance material at constant load current of preset magnitude required for resistive heating of environmentally friendly heat source for heating and hot-water supply using liquid as heat-carrying agent; temperature is controlled and potential difference across input of electrostatic apparatus is set by selecting capacitance of electrostatic apparatus at fixed heat-transfer surface of thermostats. Newly introduced in device implementing this method is electrostatic apparatus that has set of ac capacitors using circuit arrangement ensuring individual charge of each capacitor and at the same time total discharge through one load disposed in thermostat. Internal chamber (heat generation region) and external chamber (heat transfer region) are isolated from one another by means of sealed joints. Inlet and outlet holes of external chamber are either interconnected beyond device to organize uniform closed-circuit circulation system for heat- carrying agent or this circuit is held open and use is made of flow system.
