FIELD: cleaning of tank surfaces from hydrocarbon contaminations; applicable mainly in chemical mechanized washing of process and transporting vessels with use of aqueous washing solutions liable to form unstable emulsion together with hydrocarbons. SUBSTANCE: plant for washing vessel surface out of hydrocarbon contaminations with washing solution capable of emulsifying of hydrocarbons includes unit supplying washing solution to washed vessel, unit for separation of used washing solution from washed vessel and also system of regeneration of used washing solution containing the first and second vessels interconnected by bypassing tube. The first vessel has inlet hole located on its upper end face and communicated by means of the first pipeline with unit for withdrawal of used washing solution from washed vessel; branch pipe for withdrawal of hydrocarbons and located in upper part of side surface of said vessel; and outlet pipe located in its lower part. The second vessel has inlet pipe located in upper part of its side surface and outlet pipe for withdrawal of regenerated washing solution and located in its lower part and connected by means of the second pipeline with unit for supply of washing solution to washed vessel. In this case, outlet pipe of the first vessel is communicated with inlet hole of bypassing tube, and second vessel inlet pipe is connected with outlet hole of bypassing pipe for provision of required level of liquid in the first vessel in withdrawal of liquid from the second vessel, with level found not below location of upper edge of inlet pipe of the second vessel, and height H1 of location of upper edge of outlet pipe of the first vessel and height H2 of location of upper edge of inlet pipe of the second vessel are selected so that at preset parameters of liquid flow rate from the first to second vessels and preset flow area S of the first vessel, time taken for flow of liquid volume is equaling product S(H2-H1) and will be not less than time taken for phase separation of emulsion formed in process of washing.
