FIELD: oxidation catalysts. SUBSTANCE: invention provides non-platinoid block catalyst for oxidation of ammonia in nitric acid and hydroxylamine production processes. Catalyst contains iron and aluminum oxides and promoter, the latter including at least one compound of elements from following group: Co, Mn, V, Mo, Sn, Bi, or their combinations, and aluminum oxide precursor being aluminum compound of formula Al2O3•n H2O, where 0,3≤n≤1,5, which has layered X-ray-amorphous structure. Aluminum oxide precursor may further contain at least one compound of Si, Mg, or Ca in amounts no higher than 1.0 wt % on conversion to oxide. Thus prepared alumina-based catalyst contains 65-86% Fe2O3, 0.1-15% promoter, and additionally titanium oxide in amounts no higher than 5% to increase heat resistance of catalyst.
