SUBSTANCE: means for delivery includes slowly decomposed small-diameter particle of silicon dioxide xerogel produced in process of gel formation from sol. In said process, sol gelling and water or solvent evaporation take place concurrently, and biologically active agent different from silicon dioxide xerogel and included into structure of silicon dioxide xerogel by adding of said biologically active agent to reaction mixture of said process of gel formation from sol at any stage of said process.
