FIELD: mechanical engineering; internal combustion engines. SUBSTANCE: proposed portable device for emulsifying fuel mixture contains positive and negative electrodes. Device is furnished additional with upper and lower cumulative kinoforms, water inlet branch pipe directing water into low-pressure zone- cavitation space, branch pipe to let water out of hydraulic pulse zone and directing water further on into zone of formation of finely dispersed emulsion. Diaphragm to transmit hydraulic pulse, electric pulse ionizing radiation generator - laser, branch pipe to let water into zone of formation of finely dispersed fuel emulsion branch pipe to let in fuel to form finely dispersed emulsion and branch pipe to let out finely dispersed fuel emulsion are also provided. Moreover, device contains upper combination cover which serves as holder of negative electrode, ionizing radiator, being also fastening member of diaphragm and outer housing. Device has also lower combination cover to hold positive electrode, water inlet branch pipe, fuel inlet branch pipe, finely dispersed fuel emulsion outlet branch pipe, and outer housing being main fastening member of entire structure and forming unit of preparation of finely dispersed fuel emulsion.
