SUBSTANCE: proposed method and device are designed to provide communications between base station and mobile station over common-user channels in CDMA communication systems. For assigning common-user backward channel leased between base station and mobile station base station generates data on assignment including common-user channel assignment indicator, power-control common-user channel address, transmission speed, active moment, and transfers message including assignment information to mobile station; the latter receives this message and conveys response message to base station over assigned channel at transmission power specified by common-user power control channel at indicated active moment.
