FIELD: cleaning gaseous emissions. SUBSTANCE: proposed neutralizer includes metal cylinder, catalyst and screens; use is made of catalyst on ceramic carrier interacting with catalyst on metal carrier by means of electrical discharge; catalysts are placed in metal cylinder in succession in gas flow and catalyst on ceramic carrier is enclosed in dielectric carrier in form of turbulator. Interacting catalysts are platinum and palladium, platinum and rhodium, platinum and ruthenium, platinum and vanadium, platinum and copper. Metal cylinders are located in immediate proximity of roadway in illumination supports. EFFECT: enhanced efficiency of neutralization of waste gases; enhanced reliability. 3 cl, 2 dwg
