FIELD: ferrous metallurgy, possibly manufacture of textured electrical steels with high permeability. SUBSTANCE: method comprises steps of melting metal; continuously casting melt metal; heating slab; performing rough and finish hot rolling; two stages of cold rolling between which recrystallization-decarburizing annealing is performed; high-temperature and straightening annealing stages; heating slab until temperature providing formation of ferrite structure; performing hot rolling in temperature range of phase rerecrystallization α→γ→α in order to provide volumetric content of austenite in steel at final step of finish hot rolling no more than 3%. Before casting melt, preferably contains (mass%): carbon, 0.020 -0.028; silicon, 3.03 - 3.13; manganese,0.1 -0.3; copper, 0.4 -0.6; acid soluble aluminum, 0.011 -0.016; iron - the balance. Before casting concentration of carbon in melt is corrected depending upon silicon concentration. If silicon concentration exceeds value 3,15 mass% by 0.1 mass% then carbon concentration is increased in order to provide its value exceeding 0.028 mass% by 0.03 mass%.
