FIELD: manufacture of building materials. SUBSTANCE: binding agent for use in dry mixes for manufacture of modified concretes contains 0.8-1.3% plasticizer, 0.75-1.25% sodium sulfate, 4.0-7.0% zeolite-containing carbonate-silica mineral rock, and Portland cement (the balance). In order to further increase strength of binder and concretes containing it, binder agent may additionally contain 0.25-0.75% potassium sulfate and 0.5-1.5% asbestos fiber as reinforcing component. Preparation procedure: above-indicated zeolite-containing component is ground jointly with sodium sulfate (solidification accelerator) and plasticizer, wherein zeolite-containing component is first ground jointly with plasticizer to achieve surface area at least 3500 sq.cm/g, after which potassium sulfate and asbestos fiber are added in indicated proportions. EFFECT: improved strength characteristics of binder in earlier curing period during design age, enabled use of steaminglos technology for manufacturing concrete products, simplified and reduced in price manufacture of binding agent and concrete due to avoided heat treatment of zeolite-containing rock after its grinding and before its joint grinding with other components. 6 cl, 1 tbl
